IRS has become "one of the most fearsome Federal agencies".
They operate a "NEAR TOTALITARIAN SYSTEM".
They seize your property, seize your bank account without warning.
Even if your taxes are paid, they can file a lien against your house.
Congress increased their power to reduce deficit spending of Reagan. Now proposing a TAXPAYERS BILL OF RIGHTS, with more than 20 SECTIONS.

IRS would have to inform you of your rights prior to tax proceedings.
You would be allowed an attorney to attend and RECORD MEETINGS.
Make it illegal to promote IRS agents on quotas of "people they get."
IRS WOULD EXTEND 10 day to 30 day notices before seizing your property.
Taxpayers would be allowed to SUE THE IRS FOR DAMAGES and repayment of legal fees.

INSLAW
A small software company that got a $10,000,000 contract with the Justice Dept. in 1982. Owned by Bill Hamilton, founder, who put his life, life savings into this project. PROMIS, Prosecutor's Management Information System, is what Justice Dept. wanted.

THE MYSTERIOUS TURN
After approval of the contract, the business started falling apart.
Contract disputes, threats, money held up from DC Justice Dept.
After years of PROBLEMS, Hamilton discovered the Justice Dept. agents put his invoices into a drawer with the intention of not only bankrupting the company, but of forcing it's LIQUIDATION.

JUDGE GEORGE BASON

"The Justice Dept. purposely propelled INSLAW INTO BANKRUPTCY in effort to STEAL ITS PROMIS SOFTWARE through TRICKERY, FRAUD, AND DECEIT."

Feb. 2, 1987, Judge Bason ordered Dept. of Justice to repay INSLAW $1,000,000 plus $6.5 million, possible $25,000,000 punitive damages. One month later, Judge Bason fired.

In the past 4 years, only 4 of 136 bankruptcy judges removed, turned out.

THE JUSTICE DEPT. ENEMIES WITHIN, pushing to steal PROMIS, hurry the takeover.

C. MADISON "BRICK" BREWER oversaw the INSLAW CONTRACT.
Brewer had been fired by Hamilton's company in May, 1976.

D. LOWELL JENSEN, Deputy Attorney Gen. who competed and lost a Justice computer contract while Jensen a D.A. in Alameda with Edwin Meese.
